Vibrant Guangdong|Guangdong offers up to ¥50m to boost its AI and robotics industry

Peng Cheng Laboratory has established China's first fully autonomous and controllable E-level (100 billion operations per second) intelligent computing platform, while Guangming Laboratory has set up China's first Ascend Ecosystem Research Institute. Over 1,500 core enterprises dedicated to artificial intelligence (AI) exist across the province, with Guangdong leading China in the number of specialized and sophisticated "little giant" enterprises that produce new and unique products in the AI sector. The province also boasts a production volume of 246,800 industrial robots, accounting for 44% of the national total, and ranking first in China for five consecutive years. The AI and robotics industries in Guangdong are flourishing.

On April 1st, during a press conference on the "Several Policy Measures for Promoting Innovative Development of Artificial Intelligence and Robot Industry in Guangdong Province," it was revealed that the province will roll out 12 key policies to support core technological breakthroughs, cultivate high-quality enterprises, create application scenarios, attract talent, and develop a standards system.

In terms of core technologies, it is introduced that Guangdong will implement flagship projects such as the "Next-Generation Artificial Intelligence" and "Intelligent Robotics" under the provincial key areas R&D program, alongside major projects for AI and robotics in the national science and technology initiatives. The provincial government will provide financial rewards as stipulated for key projects in these fields. Additionally, for the creation of national and provincial-level AI and robotics manufacturing innovation centers, the government will offer financial support of up to 50 million yuan and 10 million yuan, respectively.

For the cultivation of high-quality enterprises, the province will fast-track the growth of AI and robotics single-item champion enterprises and "little giant" firms. Nationally recognized industry leaders in these categories will receive additional provincial funding, with incentives also encouraged at the municipal level. Additionally, an AI and robotics industry fund will be established to direct social capital toward key areas of the industrial chain.

Regarding platform construction, efforts will be made to enhance and promote the development of existing AI and robotics industry-university-research platforms. A select number of open-source communities and open-source ecosystem centers will receive funding of up to 8 million yuan annually. Additionally, the Guangzhou and Shenzhen Data Exchange will be supported in establishing national-level data trading venues to foster the development of Guangdong's data factor aggregation zone.

In typical application scenarios, the "AI+" initiative will expand its applications across education, healthcare, transportation, civil affairs, finance, and public security, while the "Robotics+" initiative will explore new applications in industrial, agricultural, urban management, healthcare, elderly care, and special operations sectors. Among these, the AI-driven new industrialization pilot projects will annually support the large models and application solutions in industrial sectors with rewards of up to 8 million yuan for each selected case.

As for talent development, the province will prioritize attracting and nurturing talent for the AI and robotics industries as a key part of the "Million Talents Gathering in South China" action plan. The government will support enterprises in recruiting and training leading innovative talents and top young professionals. Besides, it will strengthen technical exchange and cooperation through talent selection competitions.

In terms of standards and regulations, Guangdong will promote the construction of standardized systems, offering subsidies to those leading the development of international, national, and industry standards for AI and robotics. Efforts will also be made to accelerate the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Generative AI Safety Development Joint Laboratory.

鹏城实验室建成全国首个全面自主可控的E级(百亿亿次)智能算力平台,光明实验室建成全国首个昇腾生态研究院,全省人工智能核心企业超过1500家,人工智能领域国家专精特新“小巨人”企业数量全国第一,工业机器人产量达24.68万台(套),占全国44%,连续5年居全国第一……广东人工智能、机器人行业的欣欣向荣。

4月1日,记者从《广东省推动人工智能与机器人产业创新发展若干政策措施》新闻发布会获悉,该政策从支持核心技术攻关、培育优质企业、打造应用场景、培养引进人才、推进标准体系建设等方面提出了12条“干货”政策。

据介绍,针对关键核心技术,广东将实施省重点领域研发计划“新一代人工智能”“智能机器人”等旗舰项目、重大专项,对国家科技重大专项的人工智能与机器人领域重点项目,省财政按规定给予配套奖励。对创建国家级、省级人工智能与机器人领域制造业创新中心,省财政将分别给予最高5000万元、1000万元的资金支持。

在优质企业培育方面,加快培育人工智能与机器人领域单项冠军企业、专精特新中小企业,对该领域获评国家级单项冠军企业、专精特新“小巨人”企业的,在省级支持的基础上再“加码”,鼓励地市给予奖励;设立人工智能与机器人产业基金,引导社会资本围绕产业链关键核心领域。

在平台建设方面,推动现有人工智能与机器人产学研平台能级提升、联动发展;每年择优支持一批开源社区和开源生态中心,每个给予最高800万元资助;推动广州、深圳数据交易所打造国家级数据交易场所,打造广东数据要素集聚发展区。

在典型应用场景建设方面,“人工智能+”行动在教育、医疗、交通、民政、金融、安全等领域广泛拓展应用;“机器人+”行动,则围绕工业、农业、城市管理、医疗、养老服务、特种作业等领域,挖掘开放应用场景。其中,人工智能赋能新型工业化试点每年择优支持工业领域大模型和应用解决案例,每个给予最高800万元奖励。

在优秀人才培育方面,把吸聚人工智能与机器人产业所需人才作为“百万英才汇南粤”行动计划的重中之重,支持企业引进培育一批创新领军人才、青年拔尖人才;通过大赛选拔人才,强化技术交流合作。

在标准法规制度方面,积极推进标准体系建设,对主导制定人工智能与机器人产业国际标准、国家标准、行业标准的,分别给予资助;加快建设粤港澳大湾区生成式人工智能安全发展联合实验室。
